1. If you have any contacts with law enforcement people, go and ask them. Many law enforcement people have access to special information that can help you find out information about the owner of a phone number.
2. Look up the phone number in Google. Remember to try different variations (with and without spaces). This can sometimes give you results if the owner has listed their number somewhere, or if they run a business and list their number in the contact details.

3. Ask for help on Yahoo Answers. You can post the phone number, and just ask people to email you information about the owner. It is possible that someone could have access to a database and can do it for you.
4. Similar to point #3, you can ask a friend who has access to a reverse look up service. They could search for the number on the database for you.
5. Call the number from a public phone and ask for a name, any name. When they reply that it's the wrong number, ask who you're speaking to. This can very easily get you the owner's first name.
